    - According to this document, Ho Chi Minh City is divided into 5 areas to apply the land price adjustment coefficient. Area 1 includes districts 1, 3, 4, 5, 10, 11, Tan Binh and Phu Nhuan. Area 2 includes districts 6, 7, Go Vap, Binh Thanh and Tan Phu. Area 3 includes districts 2, 8, 9, 12, Binh Tan and Thu Duc. Area four includes the districts of Binh Chanh, Cu Chi, Nha Be and Hoc Mon. Finally, Can Gio district is ranked in the fifth area.

    - Adjustment factor for the case of auction of land use rights for lease or land lease, determining the annual unit price for the first stable cycle or adjusting the rent unit for the next cycle, applied in 2 groups. The first group employs services, commerce, finance, restaurants, hotels, houses for rent, offices and offices for rent, and coefficients of adjustment 2.5 for zones one and two. , 3 for area two, 2.1 for area three, 1.9 for area four and 1.7 for year five.

    - The second group, renting land for industrial production, small scale industry, construction of public facilities for business purposes or infrastructure of industrial parks, ports, railway stations, etc. with adjustment coefficients. lower land prices. Area one adjustment coefficient is 1.7 times, area two is 1.6 times, area three is 1.55 times, area four and five are 1.5 times.

    - In order to ensure the strictness of organization and implementation, the Department of Finance requests the Departments, branches and People's Committees of districts and the whole city of the city to send early written comments to synthesize and submit to the City People's Committee for consideration. make decision.

    - Recently, Ho Chi Minh City Real Estate Association (HoREA) has issued a document on this issue to the City People's Committee. HoREA said that the Department of Finance proposed increasing the land price adjustment coefficient in 2019 compared to 2018, increasing from 19% to 30%, much higher than the increase in land price adjustment coefficient in 2018 (only at 5-8 levels). , 33%).

    - On the other hand, HoREA also disagrees that the Department of Finance still ranks District 2 in the third area of ​​Ho Chi Minh City to consider the land price adjustment coefficient. In recent years, District 2 has had a very high rate of urbanization, invested and developed synchronously the urban infrastructure system, transport infrastructure, especially Thu Thiem new urban area. However, when dividing the development area of ​​the city, it is very unreasonable that District 2 falls into the third area, lower than District 7 (ranked in the second area).

    - This does not ensure the principle of equity for land users when performing their obligation to pay the state budget, because the payment level in District 7 is higher than District 2, while the urban infrastructure conditions of these two districts are equivalent to each other.

    - The Association proposed 3 recommendations to the Ho Chi Minh City People's Committee and the Department of Finance for consideration.

    • Firstly , the proposal to place district 2 in area two, the same group as district 7, is more reasonable and ensures fairness when fulfilling the obligation to pay the state budget.
    • Secondly, the proposal to continue applying the increase in land price adjustment coefficient in 2019 is similar to calculating the increase in land price adjustment coefficient in 2018 under Decision 09/2018 / QD-UBND, up from 5% - 8.33%, because the proposed increase from 19% to 30% of the Department of Finance is too high and not reasonable.
